Cardholder verification (EMV Book 3 §10.5, Book 4 for the terminal side) decides how to verify the person holding the card. The card's CVM list (8E) gives an ordered list of rules; the terminal applies the first rule that fits.

If the AIP does not have "cardholder verification supported", the step is skipped. If the AIP has it but the card has no CVM list, the terminal sets B1b6 "ICC data missing" and skips the step (CVM results 3F0000).
