Optionally wrap all entries in a constructed outer tag (e.g. 70 or 77).

Paste a tagged dump from a terminal or host log — one element per line as
[TAG][LENGTH] <VALUE> [Description] — to build its TLV.
The length is in decimal bytes and decides how the value is read:
twice the length in characters is hex, exactly the length is text.
A masked digit (*) stays masked in the output.
