Terminal risk management (EMV Book 3 §10.6) covers the risks the terminal can see by itself: a large amount, a card that has been offline too long, a card on a list. It sets TVR byte 4 bits (and "new card" in byte 2) and the TSI bit "terminal risk management was performed". It is required when the AIP says so, and terminals usually perform it anyway.
